97/98 EJ22 ecu's have a capacity discrimination pin to change from EJ20 to EJ22. I have never tried it but it is clearly marked on the wiring diagrams and the ecu ID's itself as an EJ20 when you plug the monitor in even though they are all EJ22's. Easiest bolt in source(matches your original shafts) would be SG forester. Manual is 4.11, auto is 4.44, same as your Outback and there is hundreds of them in wrecking yards.

There are other sources but this would be the easiest place to source one that fits straight in.

How do you know a VF38 is ball bearing? From googling it or from actually seeing one. The VF38 is not in the same family as a 36/37. It is a completely different turbo. There is no harm in using a VF38 but I don't think you will get any benefit from it and you will only add complexity to the headers...

I check for bent plates and rocks stuck between these plate and bush as part of a service on a Subaru. A little piece of blue metal rock stuck between the plate and bush can cause some fierce noises.
