welch plug are new brass ones

hi im working on a brumby it has water in the oil in all about 12 litres it has new head gaskets and welch plugs done how else could the water be getting in and im not pouring it in the oil filler any ideas would be great or has any one else had this problem the radiator emptys over night even quick...
