Highly HIGHLY reccomend Toyo Teo Plus. Grip like shit, and dont squeal with my outback. They are also wearing quite nicely too.

Biggest thing to look for is service history. Its getting on to some fairly high KM's and if very well taken care of its whole life it isn't too much of an issue, however if not properly services with that many kms i would steer clear.

Depends. How much lowered are the springs. Outback struts only give something like 1" or a bit more over a lib so lowered springs will probably take it down to lib height or less than.
