Liberty EJ20H Issue

My brother is currently having an issue with his Liberty. It has a EJ20H manual conversion out of a legacy halfcut.
Issue
The engine will turn over but not fire.
The check engine light is not coming on.
ECU in Test mode nothing changes. (Ie no fans, etc)
Looked at Already
Fuses
Fusible Links
Ignition Relay
Unfortunately the car is over 1000km from me so i can't look at personally. We are open to suggestions as it has now been to trucked

back to our parents place.

Also chasing a ECU pin out diagram for the engine to.
Year 94-96 EJ20H (Twin Turbo) and 5 speed AWD Manual Gearbox

Just to confirm, EJ20H Twin turbo from a Gen2 ?
All factory wiring and ECU ?
Has is run previously ?
If the CEL is not coming on at all, it suggests that there is a lack of power to the ECU
Does the Ignition relay click when you turn the key to on?

Just to confirm, EJ20H Twin turbo from a Gen2 ? Yes
All factory wiring and ECU ? Yes excluding Alarm / Immobilisers
Has is run previously ? Yes
Ignition relay yes but there is a Alarm Immobilisers after this.....

Normally the immobiliser just breaks the line to the coils, but if has been wired to cut the main ignition supply, this may well be your problem.
If the relay is clicking, it is working.
Do you have voltage going into the relay? (from the fusable link)
If so, is there voltage coming out of it?
Is the immobiliser relay clicking when the alarm is armed/disarmed?

Already onto all of the above, but thanks again. Just need the pin outs to know what pin should be getting 12 volts with the ignition on. ie off the relay.
