1982 MY blower motor wiring

Would anyone know why a fuse that seems to be part of the MY EA81 heater blower motor is running hot.
According to the Gregorys manual (No 501) for the 1979 to 1994 model on page 259 for the "Wiring diagram for the 1982 model" it is item 52.
My blower motor seems to run freely and functions as per it is supposed to when it is turned on.
I am mechanical by trade with an interest in electronics but if I have ever seen any of these fuses at wreckers they all seem to have been heat effected. The fuse itself is seperate to the fuse box but sits under the dash next to or above the fuse box itself. It has white wires (as per the schematic).
When the blower is running the fuse and wiring gets quite hot but does not melt or anything just hot to touch. Turn the blower off and it cools down.
any thoughts ?
If need be I guess I could test for load on the motor with a meter but would need to know where and how to do this.
