steering wheel problem 99 liberty

hi ive been noticing whilst driving my liberty if i let the steering wheel go for a split second the steering wheel drops to the left and doesnt sit level the same happens when i pull to a stop and let the steering wheel go (whilst stationary) and the steering wheel does the same i just spent the last two days fixing the steering pump thinking it was that im quite peeved that it hasnt fixed it does anyone have idea's please

p.s wheel alignment has been done twice no change
