Getting stuck lugs off

Need help getting my lugs off. Previous owner painted the wheels black while they were on the car! Tried using a pipe as leverage and heaps of wd40 etc.

Any is there any easy way to get the paint of the rims? Looks like its just a spray can job, flakes off easy.

If the paint is flakey it'll probably come off with a high pressure cleaner, try it on one, if no good give them a spray with paint stripper first.

As far as the studs go it sounds like a rusty nightmare, get that big pipe and snap them off and replace them, usually a pretty easy job.
