91 DL - bigger wheels and rubber without a lift kit?

Hi guys,
I’m looking to ruggedise my stock 91 DL wagon. I’ve currently got 13”s with road rubber and want to go bigger wheels and more rugged tyres for 4WDing and some fun in the dunes.
My current rubber is on the way out but my cash is limited, so I was thinking about getting wheels and tyres first, then popping a lift on it when I have the $s.
My question is: What are the largest tyres I can comfortably fit without a lift kit?
I guess if I’m quite limited by the lack of a lift, then I’ll have to wait til I’ve got the money for the whole lot.
Does anyone near Adelaide have suitable wheels they want to turn into cash?
