you'll need to setup first timers, is ask them what are the reason why they want to join and accept or refuse join. If they fail to answer the question then they shld be refused.

You know there is a little button at the top of each post that looks like a "GIVE WAY" sign but has a "!" in it.. That will report the post to a mod.
