Adjusting Clutch and Hill Hold

I've had the clutch replaced on my 1993 GX Liberty Wagon and need the clutch tightened. Just wondering how to go about this (I've worked on many cars, but never a Subaru).

Also, the "Hill Hold" device is not letting go until the clutch is fully engaged, which makes parallel parking a nightmare. Will this be resolved when I tighten the clutch, or is it a different adjustment?

Leave only a couple of mil free travel on both cables.
Hill holder requires heavy brake pedal pressure to activate, your unit should be checked

I've now adjusted the clutch cable to within the guidebook specs, but the hill hold is still sticky. Is the cable to adjust for this, the cable under the clutch cable? The cable I am thinking of is a plasticy looking cable that runs in the opposite orientation to the clutch cable. There is slack in this cable, but I dont want to adjust things willy nilly.

I'm sorry, but I dont as yet have a workshop manual.
