Country Logue book (learners permit Phase 2)

Ok, i got into an arguement with my uncle that lives out in teh country he beleives that his daught can do her logue book with a cop out in Three Spings, is this true or does she have to go to one of the country areas highlighted on the learners permit, and do it the proper way like everyone else?

i think it depends on distance....i know a lot of country cops still do it
