i want to put 19inch wheels on my 96 liberty wagon...
i want to know if doing this will put my speedo out.?
i also would like to know how much i will be able to lower it and if i'll have to do much extra work???

Wheels don't effect speedo. After all you don't drive on wheels you drive on tyres. And tyres as everyone should know come in different shapes and sizes..
Use http://www.miata.net/garage/tirecalc.html to find out what tyre size you need to run to equal the same as your current tyres. This figure your looking for is called Outside Diameter (OD). It is what determines the speedo's reading.
With the right offset, it should be just like running stock wheels. Sorry I can't help you with Liberty offset/back spacing though. I'm more of an old school subie guy until I upgrade.

You better check with your insurance company and RTA first!
Factory rim size is 15" on Liberty, for RWC its 2" over the size which becomes 17", anything over 17" is unroadworthy, and most insurance companies will not cover it.
Speedo won't be out maybe slightly and also you can buy speedo corrector and have it fitted like what I have in mine.
