look further, it's not callled cancer for nothing
I cleaned up what I could in the channel my Brumby windscreen sits in, sprayed it with quality hammertone paint that seals the rust in. Seven years later it had not bubbled up or spread. My L has more than that , it has spread to the wiper mount panel and is a fibreglass repair candidate I think...remove screen, rust and just do whole panel in a few layers of the boat repair stuff

Pull the windscreen first then clean the area thoroughly to remove old paint, rust sealent. cut any rust effected areas out and then plate it treat it with rust converter and then finish and paint.
As already said look around very carefully as it gets into more than just the top layer of steel.

some joints sell window removing kits that have a flash piece of wire with finger pulls at each end (I think), think it is serrated to, to poke through somewhere and rip cut the seal. Windscreen places also use special little electric/air jigger to cut seals. never done one myself - but about to try in near future

Widscreen removal
Timmo,
Recently removed screen from Majoord,s Rx, used a bicycle gear cable pushed thru from inside car then 1 bod inside car 1 outside and pushed an pulled like buggery until we got all the way around, it,s hard yakka but you will get it eventually. I cut the rust out then used Aluminium flyscreen mesh glued in to shape then layers of body filler.

If you plan to keep the car for a while it might be a good idea while the windscreen is out and AFTER you paint the repaired section to spray fish oil behind the channel or from the inside of the car, under the headlining, as welding will remove any protective coating.
The reason you spray the oil after you paint is because it is a liquid and will run and unless cleaned off thoroughly paint will not stick.
Personally, for rust around the windscreen l always after stripping off the paint, beadblast the channel to expose the rust spots and then weld them up.
